The city began buying property on the south end of the block bounded by 18th, Collingwood, Diamond and 19th streets for the district's first park, but the war and a lack of funds and materials delayed the work for more than a decade. A $12 million bond measure for playgrounds and recreation spaces passed in 1947; the city acquired the last property on the block in 1950 and broke ground on the Eureka Valley Playground in June 1951.
