The site was occupied by an automobile repair garage when an office building for the Department of Social Services was proposed for it. The City Planning Commission concurred with the Director's negative environmental declaration for a building of about 105 feet and 125,000 square feet to house administrative offices of the Department of Social Services, with employee parking.

The irregular 50,500-square-foot site at 170 Otis Street, in a C-M district, included an existing nine-storey office building and part of Jesse Street. The City Planning Commission unanimously approved, with conditions, an eight-storey office building for the Department of Social Services at 170 Otis Street exceeding the bulk limits, with a plaza between it and the existing office building and underground parking.
