The commercially zoned corner property, owned by a parlor of the Native Sons of the Golden West, had earlier been operated by the Standard Oil Company. On appeal, the City Planning Commission unanimously (one member abstaining) overruled the department's call for an environmental impact report on a proposed self-service car and boat wash and ordered a negative declaration.
