    Staff inspections found the house on the 3,712-square-foot lot divided into three dwelling units: its three main floors converted and a third unit added in the basement, all without legal approval. The City Planning Commission unanimously accepted the withdrawal of a conditional-use application to legalize a second unit in the house without off-street parking, after staff advised it lacked jurisdiction because three units already existed.
