The house at 1701 Franklin Street was a Queen Anne residence, forming with two Italianate houses on California Street an ensemble linked by grounds and gardens at the California-Franklin corner. The City Planning Commission unanimously approved designating the house at 1701 Franklin Street a city landmark, on the recommendation of the Landmarks Preservation Advisory Board.

The landmark building on the 10,656-square-foot lot at the northwest corner of Franklin and California was in use as a boarding house with 12 rental rooms plus kitchen and dining facilities, with a vacant garden area on the north side. By 7 November 1974, the Board of Supervisors, on the Commission's recommendation, had rezoned the property from R-5 to R-3 earlier in the year to prevent a high-density apartment building on the site. The City Planning Commission unanimously approved rezoning the property from R-3 to R-4 so that attorneys' offices could be considered as a conditional use (Resolution 7265). The City Planning Commission unanimously approved, with ten conditions, converting the landmark boarding house into offices for a small law firm that planned to restore the building, with the authorization void if the offices were not established and the Commission to seek R-3 rezoning in that case (Resolution 7266).
