    The R-4 lot had long been vacant and was being used informally as a parking lot by neighborhood residents despite chains put up to keep cars out. The City Planning Commission disapproved a five-storey, 90-bed convalescent hospital with a 15-car garage for the lot, then vacant, finding it out of scale with the block.
