A church building for the American Indian Baptist Church was partly built on the lot, its foundations poured and walls partially erected, extending 14 feet into the sidewalk area; the block was otherwise developed with single-family houses. The City Planning Commission found a revocable encroachment permit for the church building, extending 14 feet into the sidewalk area, not in conflict with the Master Plan and approved it, against the Director's recommendation.
