    The City Planning Commission unanimously refused to rezone the lot, then a gasoline service station and car wash, and the two Oak Street buildings behind it for commerce, which would have let the station's parking replace the Oak Street buildings, citing its policy against service stations breaking up the Divisadero shopping street.
