Four older houses holding a total of nine dwelling units stood on the Pacific Telephone Company's development site and were to be torn down. The City Planning Commission disapproved reclassifying the Pacific Telephone Company's Ninth Avenue parcel from R-3 to C-2, leaving it residentially zoned. The City Planning Commission approved, with conditions, a 38-car employee parking lot for the Pacific Telephone Company in an R-3 district, entered only from Ninth Avenue and barred from storing trucks.
