   A small commercial building, empty at times over the previous ten years, held an income tax and insurance office, beside a two-storey, four-unit apartment building covering 80% of the lot. Against the staff's recommendation to refuse, the City Planning Commission approved, with conditions, letting the nonconforming income tax and insurance office stay until May 2, 1980, with any other use to come back to the Commission.
