In 1963 the City Planning Commission authorized a master plan for the Pacific Medical Center, drawn up by Skidmore, Owings & Merrill, under which the dental school and research building at Clay and Webster Streets were built.

The Pacific Medical Center, a teaching hospital known for heart surgery and mental health services, occupied buildings vacated by Stanford University on a site used for medical purposes for about 87 years. The City Planning Commission approved in part, with conditions, the Pacific Medical Center's request: final plans for a first-stage 311-bed hospital (expandable to about 500 beds, eight storeys and 155 feet above Buchanan Street) partly over Clay Street, an enlarged campus boundary, and a 400-car garage, subject to staff height and siting guidelines for a revised master plan.

The Pacific Medical Center comprised a 250-bed hospital, research and teaching buildings, a dental school and a medical library; a new 311-bed hospital was under construction and a 395-car garage at Webster and Clay Streets had been completed.

On the Pacific Medical Center site, around the former Clay Street right of way between Webster and Buchanan Streets, a six-floor, 311-bed hospital was under construction, engineered for two further floors, beside an existing 95-foot dental building. The City Planning Commission voted 6-1 to approve, with conditions, a master plan for expanding Pacific Medical Center to a 500-bed teaching hospital, including height limits on several buildings and two floors removed from building H-2.

The City Planning Commission approved, by 6-1 and with five conditions, the final preliminary plans for the first phase of the Pacific Medical Center professional office building: six floors of clinic and office space over a 210-space garage opposite Clay and Buchanan Streets, with no building permit until a revocable permit for traffic controls on Buchanan and Clay Streets was approved.
