   The building, owned by the United Arab Republic, was used as a group residence by the Delancey Street Foundation; city staff found the use consistent with single-family zoning.

   The house at 3001 Pacific Avenue, in an R-1-D district, was rented by the Delancey Street Foundation, and the Zoning Administrator was sending a cease-and-desist order to bring its occupancy into conformity with the Planning Code.
