    The L-shaped 2,703-square-foot corner lot in an M-1 district was partly occupied by a 40-unit motel with a restaurant, the rest used for parking; the motel was a legal non-conforming use. Against the Director's recommendation, the City Planning Commission voted 3-1 to reclassify the motel property from M-1 to C-M so that nine more motel units could be built.
