   The 9,300-square-foot site in an R-3 district was vacant; it adjoined a 62-space parking lot serving two neighbouring office buildings that were non-conforming uses due to terminate by 1990. The City Planning Commission, by a 5-2 vote, disapproved expanding the office buildings' parking lot from 62 to 85 spaces over the vacant site, holding that the residentially zoned land should be used for housing.
