Built as a large Italianate commercial block on Railroad Avenue, as Third Street was then named — a store, restaurant or saloon at street level with flats above, chamfered bay windows and a bracketed cornice. It is among the better-preserved Victorian-era commercial buildings in the Town Center, and among the mixed-use buildings on Third Street that survive from the 1899–1900 Sanborn era.

Rear building/storage shed: rebuild fire damaged west wall involving demolition, new structural supports, patching, waterproofing, painting, repair/patch roof to comply with nov 202542053.
The 2010 survey and EAS both give this property as 4702–04 Third Street on parcel 5311026. That parcel has been retired; the assessor now carries the site as 5311039, addressed 4700–4706 Third Street. The assessor dates the building 1900; the 2010 survey dates it about 1885. Most pre-1906 buildings in the district carry a default assessor date of 1900, because the city's building records were destroyed in the 1906 earthquake and fire.
