Buying the requirement

Rather than commission a work, the developer bought three existing Frank Stella paintings for $1 million to satisfy the city's 1% art requirement. They hang in a ground-floor room of teak walls and polished concrete that opens onto Howard Street through 22-foot portals. Stella (1936–2024) was an American painter, sculptor and printmaker.

The city's inventory titles one of them “Shards”; a published catalogue of the room gives Shards III, of 1983.
