    The Mills Tower was added in 1930–31 to designs by Lewis P. Hobart, who carried the first three floors of the 1890 Mills Building's design up into its base; it cost a reported $1,300,000, raised largely from selling part of the Mills estate to the city for its airport in San Mateo County.

    The City Planning Commission unanimously approved designating the Mills Building and Mills Tower a single city landmark; the owners had asked for a Certificate of Merit instead, worried about the review of ground-floor shopfronts, which then held a post office among six or seven tenants.
